Definitions:

Bottom Rail: This is the horizontal component of a rail system; parallel to the handrail. Spindles are placed on this component.

Fillet: A thin strip that fills the plowed (grooved) rail space between balusters/spindles in a hand rail or bottom rail.

Handrails:  The horizontal or sloping section of a staircase; a specially milled length of wood that is grasped by the hand when ascending or descending.

Newel Posts: A post member, which can be square, rectangular or circular in cross section, it is the vertical post at the center and at regular turns or junctions in the rail system.  They provide the main support for the rail system and there is a starting newel at the base of the stairs and a landing newel a the turns or top of the stair.    

Riser: The vertical face of a step.

Spindles (or Balusters): The vertical parts of a railing between the posts.  Spindle lengths are determined by your local Code Authority.  Always check your codes before beginning any project.

Tread: The horizontal part of a staircase upon which the foot is placed.
